Call for Co-Founder to Create a Not-For-Profit for the Biologics Manufacturing Centre

The National Research Council of Canada (NRC) is seeking a co-founder to jointly establish, with the NRC, a not-for-profit corporation to govern the Biologics Manufacturing Centre.
Under the governance of this new not-for-profit corporation, the Biologics Manufacturing Center will have the agility to operate with the efficiency of the private sector, while focusing on fulfilling a public good mandate which includes maximizing pandemic preparedness and response, supporting public- good projects, and contributing to the growth and resilience of Canada’s life sciences sector.
With relevant not-for-profit and biomanufacturing operational experience, the co-founder will be fully involved in setting up the not-for-profit corporation and in the transition of the Biologics Manufacturing Centre’s operations, including the existing, highly skilled operations team.
In the longer term, the co-founder will work jointly with the not-for-profit’s board of directors to advance the strategic plan for the Biologics Manufacturing Centre, in alignment with its mandate as a key element in the Government of Canada’s broader Biomanufacturing and Life Sciences Strategy.

Core qualifications
Organizations (eg, corporations, associations, academic institutions) interested in being potential candidates must have Canadian operations in the biomanufacturing or life sciences sector at the time of submitting their business case and also be able to demonstrate the necessary corporate experience and expertise to contribute to the not-for-profit’s long term strategic direction and success, covering such areas as:
- operation and maintenance of Good Manufacturing Practices-certified facilities
- operation of an end-to-end biomanufacturing facility, especially in manufacturing of cell-based biopharmaceuticals
- Set up and oversight of the operations of a not-for-profit
- strategies to deliver a public good mandate and ensure financial sustainability of operations

The National Research Council of Canada (NRC) is looking for a co-founder to jointly establish a not-for-profit company (EBNL) that will govern the Biologics Production Center (CPPB).
Under the governance of this new venture, the CPPB will have the flexibility to operate with the efficiency of the private sector, while focusing on achieving a public interest mandate, maximizing pandemic preparedness and response, by supporting projects of public interest and contributing to the growth and resilience of the life sciences sector in Canada.
With relevant operational experience in the field of biologics and non-profit manufacturing, the co-founder will fully participate in the establishment of EBNL and the transition of CPPB’s activities, including the team existing operational, highly qualified.
In the longer term, the co-founder will work jointly with the EBNL Board of Directors to pursue the strategic plan of the CPPB, in line with its mandate as a key element of the Biomanufacturing and Life Sciences Strategy. of the Government of Canada.

Essential Qualifications
Organizations (companies, associations, academic institutions) wishing to apply must be operating in Canada in the biomanufacturing or life sciences sector at the time of business case submission and be able to demonstrate the experience and expertise required to contribute to the strategic direction and long-term success of EBNL, covering areas such as:
- operation and maintenance of facilities certified in accordance with good manufacturing practices;
- operation of a complete (i.e., end-to-end) biomanufacturing facility, in particular for the manufacture of cell-based biopharmaceuticals;
- establishment and supervision of the operations of an EBNL;
- strategies to fulfill a public good mandate and ensure the financial viability of operations.
